The South Carolina Women’s Affordable Housing Network (SCWAHN) is an organization committed to the advancement and personal development of women in the affordable housing industry. It is our goal to empower women through education, mentorship, and community engagement.
South Carolina LEADERSHIP

Allison King, Esq.
Allison King is a partner in the Charleston, South Carolina office of Tiber Hudson LLC, where her practice is focused in the role of underwriter’s counsel and bond purchaser’s counsel for affordable housing transactions. Allison is an industry leader in innovative tax-exempt bond and loan structures for 4% LIHTC deals. As a public finance attorney, Allison has participated in the issuance of approximately $7.5 billion of bonds involving financing structures including FHA/GNMA, Fannie Mae, Freddie Mac, USDA, and private placement transactions for new construction, sub rehab, and preservation deals in rural and urban markets. She has been recognized as a “Rising Star” by Thomson Reuters, Affordable Housing Finance and The Bond Buyer.

Maile Miller
Maile is the Development Analyst for CAHEC Properties Corporation, a non-profit developer and owner/member of over 200 affordable housing communities across NC, SC, and GA. Maile is involved in all aspects of the acquisition and substantial rehabilitation of our current portfolio of properties from property selection and review of the Qualified Allocation Plan through application submission, construction, and tracking warranty items after project completion. Prior to joining Development Team, Maile began her affordable housing career in compliance monitoring, where she received her Certified Professional of Occupancy credential and facilitated procedures for compliance at HUD funded properties.

Andrea Wolford
Andrea is the Development Manager for CAHEC Properties Corporation, a non-profit developer and owner/member of over 200 affordable housing communities financed through the United States Department of Agriculture’s Rural Development 515 loan program. Andrea oversees the funding and application process for the acquisition and substantial rehabilitation of properties utilizing Low Income Housing Tax Credits, Tax Exempt Bonds and several other funding sources throughout South Carolina, Georgia, and North Carolina. She has over 15 years of experience in the affordable housing industry. Andrea holds a Bachelor of Science degree from Lander University.

Tracey Easton
Tracey Easton joined Moore & Van Allen PLLC’s Commercial Real Estate group as senior counsel in August 2022. She represents affordable housing developers seeking financing through state and federal programs. Immediately prior to joining Moore & Van Allen, Tracey was the General Counsel for the South Carolina State Housing Finance and Development Authority for nearly 18 years where she served as Issuer’s Counsel for all Authority issued bonds.

Emily Luther
Emily Luther joined Parker Poe in 2010 and is a partner in the Public Finance Practice Group. A native of Gaston, South Carolina, she represents counties, cities, and school districts in capital financing projects and economic development matters. She also advises and assists nonprofit and tax-exempt organizations with federal and state tax and corporate law compliance.
Emily graduated from Wofford College with a Bachelor of Arts in government and economics, and an emphasis in political theory. She received her law degree from the University of South Carolina and her master’s in taxation law (LLM) from New York University. She is admitted to practice law in South Carolina. Prior to attending NYU, she clerked for Parker Poe on the Public Finance Team for two years during law school.

Emily Zackson
Emily Zackon is a public finance attorney in Parker Poe’s Columbia office. She is part of a team that has closed hundreds of deals in the governmental, education, health care, and nonprofit sectors.
While at the University of South Carolina, Emily was the associate editor-in-chief for the American Bar Association’s Real Property, Trust and Estate Law Journal.
Prior to joining Parker Poe, Emily was a senate intern for the Honorable Richard M. Burr and the Honorable Kay R. Hagan of the United States Senate.
